Throttleable YouTube Uploader

This little package was born out of necessity where other people in the house/office were uploading YouTube videos and hogging the bandwidth.  Rather than mucking around with a bunch of tools, we thought it would be more fun to build a schedulable, throttleable YouTube Uploader.
